The business stream of the Manitoba Security Rebate Program provides financial assistance to businesses for the purchase and installation of security equipment and repairs to property damage from criminal activity. The program aims to reduce property crime and promote safer neighbourhoods throughout the province. Eligible businesses can receive up to $2,500 (excluding tax) per location.

Eligibility Information

What is the Manitoba Security Rebate Program?

The Manitoba Security Rebate Program provides financial assistance to businesses for the purchase and installation of security equipment or property damage repairs. The program aims to reduce property crime and promote safer neighborhoods.

What businesses are eligible to apply for the rebate?

A business must meet the following criteria:

  • Purchases and installation must be completed August 23, 2024, or later.
  • Location must be within Manitoba.
  • A location must have 75 full time equivalent (FTE) employees or less (Eg. 150 employees working half time is the equivalent of 75 full time employees).
  • Must be in good standing with the Manitoba Companies Office (unless exempt).
  • Location must be assessed by the city, town or municipality to operate a business.
  • Must have a main entrance that customers can use directly from a public area (for example a sidewalk, street, shopping mall concourse, or parking lot).
  • Did not receive payments from another rebate, grant or an insurance claim (except deductibles).
  

What businesses are not eligible to apply for the rebate?

  • home-based businesses (may apply as a homeowner or tenant)
  • non-share, non-profit or charitable organizations

Is there a deadline to apply for the rebate?

There is no deadline. However, applications are processed on a first-come, first-served basis. The program will close once the maximum $10 million fund has been reached.

Can a business that leases its location apply?

Yes. The business is responsible to confirm that the security equipment or damage repairs do not violate the terms of its lease agreement.

Who can apply for the business?

The business owner or a person authorized by the business owner to apply on their behalf.

How much is the rebate?

The maximum rebate is $2,500 per business location.

How is the rebate calculated?

The net amount (before taxes) of each eligible item is added to a maximum of $2,500 per business location.

How will the rebate be paid?

Approved applications will receive the rebate by direct deposit to the business’s bank account.

Can a business apply for multiple locations?

Yes, a business can apply for more than one location by submitting one application per location. There is no limit to the number of locations a business can apply for.

What types of claims can a business apply for?

A business can apply for two types of claims:

  • Security equipment – upgrades that improve security of the business location. Items claimed must have a security feature.
    • For example, a regular window is replaced with a shatterproof window.
  • Damage repair – restore the property to its original state after damage caused by criminal activity. The repair does not need to include a security feature.
    • For example, a regular window is replaced with the same window.

What security equipment is eligible for the rebate?

The following security equipment is eligible if purchased and installed August 23, 2024, or later:

  • Indoor/outdoor security camera, monitoring equipment and software (any type)
  • Doorbell camera
  • Indoor/outdoor alarm system, monitoring equipment (any type)
  • Indoor/outdoor motion detector (any type)
  • Reinforced or metal door (includes smart door locks and steel doors)
  • Security bars (any size windows)
  • Glass break sensor
  • Shatterproof/rock glass
  • Protective films for glass
  • Impact protection systems
  • Windows with tempered, laminated or impact resistant glass
  • Anti-graffiti film, paint and coatings
  • Permanent wood or metal security gate (no chain link)
    • Must enclose the property
    • Must be between 5 feet and 6 feet 6 inches in height
  • Permanent wood or metal security fencing (no chain link)
    • Must enclose the property
    • Must be between 5 feet and 6 feet 6 inches in height
  • Accessories for installation or operation (associated with eligible security equipment) – SD cards, nails, screws, brackets, cables, solar panels, security system warning signs, other
  • External labour associated with the installation
  • Locks and locking handles (any type)
  • Exterior and interior security lighting
  • Physical security audits of the building exterior

What security equipment is not eligible?

  • used equipment
  • in-house labour costs
  • any expenses for non-business locations, such as residential properties
  • contract costs for private security services
  • subscription-based security upgrades
  • ongoing subscriptions for existing security systems
  • costs to rent equipment or services
  • pulldown protection shutters
  • anti-virus software or computer upgrades
  • taxes on purchase – GST/PST
  • decoy cameras
  • stolen inventory or other goods

What damage repairs are eligible for a rebate?

The following damage repairs are eligible if completed August 23, 2024, or later:

  • broken windows, doors, and locks (including frames and hinges)
  • locksmith services for rekeying or replacing locks after a break-in
  • damaged walls, siding, or roofing from forced entry
  • graffiti removal and repainting
  • fire damage repairs (if caused or suspected as arson)
  • replacement of damaged storefront signage or awnings
  • temporary boarding or fencing to secure premises until permanent repairs can be made
  • replacement of damaged point-of-sale (POS) systems, safes, or cash registers
  • furniture, shelving, or counters damaged in an incident
  • lighting or electrical repairs (cut wires, smashed fixtures)
  • debris removal from vandalism or arson
  • insurance deductibles related to damage repairs
  • other

What damage repairs are not eligible for the rebate?

  • Cosmetic property improvements
  • Taxes on purchase – GST/PST
  • In-house labour costs
  • Theft-related losses, including stolen inventory and damaged supplies
  • Any expenses for non-business locations, such as residential properties or properties outside eligible zones

What documents or information does the business need to apply?

  • Legal and/or operating name
    • Must be an exact match to name registered with Manitoba Companies Office (upper/lower case, punctuation, spacing, etc.)
  • Manitoba Companies Office Registry Number
    • Must be active and in good standing
  • Nine-digit Business Number
  • Proof of business location (must be assessed for business use)
    • Utility bill dated within the last three months (electricity, water, gas, phone, internet, cable, satellite), OR
    • 2024 or 2025 Property Tax Assessment, OR
    • 2024 or 2025 Property Tax Bill, OR
    • Occupancy permit
  • Proof of purchase
    • Receipt
    • A paid and itemized invoice
  • Proof of installation or repair
    • For security equipment – photo of item installed
    • For damage repairs – photo of damage AND photo of repair
  • Direct deposit information
    • Void cheque
    • Letter from bank with business name, bank name, and account information
    • Direct deposit form

Important:

  • The legal or operating name must match proof of business location and direct deposit information.
  • The business must be in good standing with Manitoba Companies Office. The Security Rebate Program will verify the status of the business.
  • The Security Rebate Program will verify the business location has been assessed by a city, town, or municipality to operate a business.

What does it mean for a business to be in good standing with Manitoba Companies Office?

In good standing means the business’s registration is active and it has filed all required annual returns/renewals. Manitoba Companies Office can assist in finding the registry number, business number, or checking standing. What happens if the business doesn’t have a registry number because it is exempt from registering with Manitoba Companies Office?

Sole proprietorships operating under an individual’s name are not required to register. The application will not require a registry number or nine-digit business number.

Why can’t I claim security equipment purchased, or damage repairs made, before August 23, 2024?

The first intake of the Security Rebate Program closed on August 22, 2024. The eligibility date ensures no duplicate applications and maintains fairness for all applicants.

How do I apply? Submit an application using the online portal.
Do I need to create an account? Yes, an authenticated account is required.
Do I need to create a separate account for each business location? No. The business can apply for multiple locations under the same account. Each application can have multiple claim items.
What if the items claimed are over $2,500? The total claimed can be over $2,500. If eligible, the maximum $2,500 will be paid.
Authentication method A code created by Microsoft Authenticator, SMS or automated phone service.
File types and sizes JPEG, JPG, PNG, PDF – max 5MB.
Can I save my application progress? Yes. An application can be saved and returned any time. Once submitted, no further changes can be made unless requested.
Can I check my application status? Yes. View status and history in your account.
Can I update my application? Yes. The Security Rebate Program may request additional information. Log into your account to update and resubmit the application.
What if my application is missing information? Security Rebate Program will send an email notification to log in and update the application.

If the requested information is not received, the application will be closed.
When will my application be reviewed? Applications are processed on a first-come, first-served basis.

The program will close once the maximum $10 million fund has been reached.

The business’s application was not eligible for the rebate. Can I appeal?

There is no appeal process. An email will explain why the application was not eligible.

The Government follows The Freedom of Information and Protection of Privacy Act (FIPPA), ensuring secure collection, use, storage, and disclosure of personal information. All agreements and security features are in place to protect privacy within the Security Rebate Registry System.
